My guess is tie rods, or perhaps the ball/socket piece that's inside the rack.

If you remove the tie rods from the spindle and them move them up/down/back/forth, it should all be smooth - fairly stiff, but smooth.

Or, it could just be a dry rack.

               lo and behold, now they both work fine.  I'm guessing
   corrosion
            built
               up on the terminals, and when I pulled them off and put
   them on
            again
               it restored the connection.  I'll keep my eye on it and see
   if
            there
               are any other moments of hesitation with either window.
               If only all Pantera projects were so easy to fix!
