On 2511 there are seven mounting points for the dashboard, circled in this photograph.

I agree with Garth that the squirrel cage could be out of correct alignment.

I have no problem removing and installing the dash with the steering column still in place however I do loosen the signal stalk and allow it to rotate towards the floor. 

Working this past year on 2511 I have easily removed the dashboard over 100 times. I sit in the driver?s position and begin by pivoting the passenger side rearward with a slight upward rotation. 

Installation is the reverse, placing the left-hand window corner first and then moving/pivoting the rest of the dash into place.
