I immediately thought it was the rear stub axle spacer that rests on the backside of the hub. Number 8 in the drawing.

Something that has not been discussed is where this washer came from. John's car apparently did not exhibit this problem before he installed the new rotors.

I am wondering if perhaps the mystery washer was left over from another project and inadvertently got put into the mix?
