The problem is almost certainly the Hazard switch.
 
Try pressing the switch in different direction to see if the  problem 
clears up. Many hazard switches have bits of cardboard wedged at one  side or the 
other to make them work.
 
The switches can be disassembled, believe it or not, and the  internal 
switch elements bent to fix the problem. Or you can buy a replacement  switch 
from BMW.

Remember, the early hazard switch if different from the late switch  by the 
addition of a resistor and slightly different wiring. the late switch can  
be configured to work as an early switch if need be or you can make some 
minor  wiring mods to use the full capability of the late switch in an early  
car.
