There is no such thing as a state income tax.  "State" income taxes  
are just federal income taxes in disguise, obtained through a federal  
franchise using a states' name.  I don't know about the voucher thing  
but the lottery is self-funded through the dunderheads who buy lottery  
tickets.

No offense intended to all dunderheads who buy lottery tickets.  ; 0 )
