[DeTomaso] NPC: California Lottery

This is just a question for our California friends.

I've heard lots of stories about the economic conditions in  
California, but I thought I better ask people who actually live there.

I've heard:
- The state is not refunding any money on tax returns.
- The state is paying some employees in some sort of vouchers instead  
of money.

If things like this are the actual case, is there still a California  
lottery?  If so, how the hell does that work?

curious minds would like to know.
