[DeTomaso] (NPC) Keith Black Hemi Question

I had a look at a Keith Black street hemi block for an engine being built.  There were no lifter oil galleries?  Is it possible that Hemis don't oil this way, the owner thought that the oil might come from the heads, down through the push rods.
 
My best guess was that someone missed a machining step or drilled them way off???
 
Maybe the lifter bores were drilled undersize and didn't connect with the oil galleries???
