[DeTomaso] Cigarette Lighter Remove/Replace - Asking for best way to do it

A dim memory tells me there were dimensional differences on the cigarette lighter that had some devices not making full contact. 

Before tearing your car apart, have you grabbed a multimeter and confirmed there is no voltage at the cigarette lighter, with ignition key on.?
