Nothing to do with 351C "cooling problems" in particular. . . I just don't like the ideal of "dead heading" any pump.    A small hole in the plate Or open the heater valve.   
Dead heading leads to cavitation, damaging the pump and possible "vapor locking" so there would be no flow when controller (thermostat) opens
But back to engine cooling, ... I would want internal block flow for bringing represnitive temperature to the thermostat and midigate localized hot areas,    does the Windsor have a "bypass hose"? to perform.
However with continuous bypass, like the majority of the engines I was familiar with, that small flow never becomes part of the cooling path, like it does with the Cleveland system
