Given that perhaps less than a dozen of the people here have access to a factory service kit, your advice has merit but isn’t especially helpful (except to people like me who have owned this tool for years and had no idea what it was for, so thanks for that, much appreciated!)

This tool still requires the use of a press (or a big hammer, yikes!). Larry’s solution also requires the use of a hammer, but at least the inner sleeve will support the inside of the bushing, and the longer length of the allthread rod allows the user to ‘steer’ the tool somewhat and keep it true. 

Using allthread with nuts and washers on both sides allows it to be inserted in a very methodical and controlled fashion by tightening the nuts, without resorting to percussion. 

All three solutions have their own advantages and disadvantages….
