[DeTomaso] Brake line vinyl tubing?

So I'm putting brake hard lines back in my car, and before I pulled them out, I noticed some small vinyl tubing that was slit lengthwise and placed at each of the body fold tabs. Do I need to put them back in with the hard lines? Do they insulate the line from the body fold tabs, somehow reducing the risk of vibration-induced wearing into the line and causing a leak?
