First things, first. 

From your very clear troubleshooting list it appears your temperature sender is in the factory location, the surge tank. This is not an ideal location and it is highly advised to move the sender to the threaded port on the block that is between the two heater hoses. Should the tank or piping suffer a large leak the temperature sender in the tank will be sensing air temperature, not water.

You mentioned a new gauge and sender. You didn’t mention if they were stock pieces, aftermarket pieces or a combination. Can you please clarify?

If, for whatever reason, your new sender is not for a gauge but to trigger an idiot light, it wouldn’t be the first time a counter jockey got things wrong.
