Saw recent BAT auction that stated the car was being relisted because the winning bidder backed out of the sale. BAT stated that they kept the buyer's fee and banned the individual from bidding on any other auctions.

I don't think BaT has much to do with the actual sale transfer, they
automatically take their 5% buyers fee at the auction close from the
buyers credit card on file and introduce buyer and seller to complete
the transaction (unlike regular auction houses). I have never heard of
non-completion of a sale on BaT, where seller had remorse and backed
out, so can only assume BaT's terms and conditions are more binding
then eBay's, plus they have access to buyers credit card, so there is
more of a commitment up front.
That's my bug with eBay, that items sell multiple times and never
transact, buyer just doesn't come through and there is little to no
accountability. That said I do believe eBay is the greatest advertising
medium with highest exposure to the widest market for the lowest cost
(assume listing cost only). The problem is many users don't know how to
market an item, they take low quality bad light or angle photos and
apply a one sentence description.

BAT actually manages the sale process.
Completely different from eBay where you throw your stuff in - over the
wall,
and you only hear from them if you manage to piss off their automated
nanny programs.
Many high-roller dealers move their excess trade-in inventory on BAT.
