[DeTomaso] New California Exhaust Fine - Ford era Panteras exempt

Technically the exemption to smog testing only applies IF YOU HAVE NOT CHANGED ANYTHING FROM FACTORY STOCK.  So if you drive your Pantera around with a 100db exhaust, you might still get pulled over.
