As Charles already pointed out, the lights affect the indications.  On my
car, turning on the position lights will bump the needles up, and the
headlights will bump them again even further.

Stephan,
Veglia gauges are quite sensitive to input voltage.
It would be interesting to see if you get different resistance readings with
the battery in the car, with the engine running, as your power source.
