Garth,

It's much simpler than that. If you move the switch and there is no corresponding displacement of the ammeter needle, then it's the switch. Whether the motor is fried of the gear is jammed, if the switch worked there would be ammeter movement. So that's the first test. 

Well, you should also check the fuse. Remember the windows have their own tiny fusebox....
