[DeTomaso] broken cowling screws and wiper spray install.

This applies to an early '71. One of my cowling screws is broken flush. I
neglected to drill it out before the paint job and now am needing to do so
with minimal collateral damage. It has been broken at least 8 year and now
even has a nice coat of paint further sealing the threads. Any tricks?

Also, body shop removed my windshield spray nozzle and informed me the were
unable to install it back. There seems no room to get to the nut in the
underside of the cowling to tighten it let alone get the threads started.
