I thought about is just being a hydraulic parking brake, but it looks like 2 lines come out of it, but I guess one could be to a reservoir.

Best guess: someone else has noticed that U.S- legal parking brakes do not need to be cable operated; it just turns out to be the cheapest way for auto manufacturers to comply. A hand-operated master squeezing a pair of small hydraulic calipers are perfectly legal as long as they're completely separated from the main brake system- including separate lines. I have a pair of small 2-piston Wilwood calipers I will probably use for such a system at some point, along with a small bore Girling master and a Ford pickup truck foot-operated e-brake lever.
