To some people yes, others no...
Note that the treadwear grade number has no objective meaning.
Manufacturers arbitrarily assign a treadwear number to a given tire, nominally in
comparison to other tires they make. So while a Goodyear 100 treadwear grade
tire will have much shorter life than a Goodyear 400 grade tire, it doesn't
mean that a Pirelli 100 grade tire will have similar characteristics to the
Goodyear 100 grade model. A Pirelli 200 might wear out faster than a
Goodyear 100...there's no way to know in advance.
Normally, a tire with a lower wear index will also have more traction.
You can make broad assessments that way, and identify the general
characteristics of a tire, but you can't specifically compare tires of different brands
with any real accuracy. So in the above example, a Pirelli 200 might have
more traction than a Goodyear 100. Maybe, maybe not.
