if i were in your position, i would simply freshen up the 351c, and replace the cam w/a hydraulic roller lifter cam.

if i were wanting a non-cleveland engine, and had the $$$, i would skip the windsor and simply pony up to a modern modular ford motor w/dohc, fi, etc.  this one doesn't look too bad:
