If the battery wire was left in that state (just pushed on), what are the
odds for the ground wires at each light being reconnected?, the painter
would have to had removed the lights to paint the car.

The ground wires for the other lights are contained within the wire harness (to the lights), and are not grounded 
at the light.  The license plate lights ground through their respective sockets.

If you had LED bulbs only in the rear tail light assembly, and the rear tail light assembly wasn't grounded, and
you had a non-electronic turn signal flasher, it's possible that none of the turn signal lights would blink 
(lluminate).
