That was Larry Wu.  Don't know whatever happened to him or his car.

He was fabricating headlight conversions - he did several cars that I know of, including former PCNC member Greg Jacob's car:

I seem to recall he was talking about building a composite chassis for the Pantera, but I haven't heard any updates on whether that project ever got off the ground.
