Sean,

At this point the only right way is to put a degree wheel on the motor, a
positive stop in #1 and find TDC the right way. Just like you do when you
degree in a cam. This is not a time or place to be close. With the motor at
the real TDC you can then do what looks to be the best fix, new pointer,
maybe.

It seems my crank, cam are lined up and #1 is TDC.  
So then all I need to do is make a new pointer that hits 0 on the Romac
balancer.  
That makes it easier for my brain to handle i guess.

I hate to complicate things like this, but there are three different timing
pointers and two (at least) front covers for various years of 351-Cs. I
don't expect any of the combinations to show very close to true TDC. If the
heads are off the block, it's pretty easy to find TRUE TDC and bend the
pointer to permanently indicate TDC on your Romac- which is a far healthier
assembly than any 42-year-old balancer. 
But if the mismatch is only a few degrees, remember once the hard parts are
bolted in place (cam, crank and harmonic balancer), the timing mark is
mostly for our convenience. The engine really doesn't care what number is
showing on the timing mark as long as spark arrives at the correct time.
