Dave,
 
With the front wheels straight ahead and the steering wheel  centered, if 
the cam points to 9 o'clock, you are good to go. If the cam doesn't  point to 
9 o'clock:
 
Mark the position of the steering wheel relative to the steering  column 
with a magic marker or center punch a couple of dots. Pull the steering  wheel 
or steering wheel adapter off the steering column.. This will require  
making up or buying some type of steering wheel puller.
 
If your cam was at 3 o'clock, turn the cam to  9 o'clock. Your steering 
wheel or adapter must have a second  slot at 9 o'clock which will accept the 
small tang on the cam which cause the  cam to turn with the steering wheel. 
Reinstall the steering wheel with the tang  on the cam in the 9 o'clock slot 
and original position markers  aligned.
