[DeTomaso] NPC-format question

Ok this was my first post since I’ve went from XP to Windows 7 with a new PC and now I see my apostrophes are being replaced with question marks.

I recall a thread about this issue in the past,can someone please help me in correcting this? No I don’t use AOL,I use Google Chrome mainly. Is there a setting I need to change?
