[DeTomaso] Mininal PC - importing older cars to the USA

Unless something has changed since 2007 when I imported my Abarth, the Federal government does not care about any car 25 years old or older-- you can bring in whatever you like.  You pay import duty based on the declared value of the vehicle.

States might or might not-- where does he live?

Friends, I have a buddy who wasn't to import an older car from another
ountry ( specifically costa rica)
 
This one happens to be a land rover from the early 70's.I am totally
nfamiliar with the process. I do know that newer cars ( like the detomaso
ini stuff?) are much harder to import or impossible...but the older stuff.
 
Where does he start?
