 Thanks for the suggestions but I don't think they apply in my case.  I put in hot water shut off valves and they are turned off (no coolant to the heater box).   Also my car (early 73) does not have a fresh air system.

Two things to consider. Are you sure your heater core is not circulating hot water?  Also, while driving you get positive outside flow from the cowl vent. When I rebuilt me evaporator/heater box my fresh air seals were shot. Try sealing off your cowl vent area and drive again.
