There are three wires on the fuel sender--ground, power for the idiot 
light, and power for the fuel level needle.

The idiot light is an on-off affair, while the needle is a variable thing.  
 Given that your gauge is reading full, or empty, depending on the state of 
fuel in the tank, I'd be willing to bet that you have the idiot light wire 
hooked to the fuel level sender, and the needle wire hooked to the idiot 
light sender.
