[DeTomaso] DMV California - Temporary Moving Permit questions!

I don't understand how the CA DMV can issue a moving permit without
including liability insurance!!!
That means you can actually drive the vehicle on the road witout any
coverage.
So what are you actually paying the temp. fee for then?
