You have several options.
First of all, if the water pump mounted on that particular engine does NOT
have a bypass channel cast into it- such as the Weiand 8209- then you CAN
run a Windsor thermostat with no brass washer under it, with no ill effects.
Many aftermarket water pumps do not have the channel.
Second, if the engine's waterpump DOES have a bypass channel, or the owner
wishes to return it to more-or-less stock but you can't find a replacement
washer, the brass washer under the 351-C thermostat can be approximated by
using a 1-3/16" Dorman freeze plug and drilling a 3/4" dia. hole in it. Dorman
products are sold at all NAPA Auto parts. Be sure to deburr the drilled
hole and deeply chamfer the edge for a lead-in to help guide the thermostat
thimble.
Third, D Quella sells a block-off disc with no hole for those that want to
run a Windsor thermostat. He may also have the disc drilled- dunno. And most
of the Pantera vendors have junk Clevelands around and should have used
stock brass washers available. Good luck- J Deryke
