 I have seen some off brand sim chips as cheap as $15/month and some
low cost data packages off brand in that range.

 HUH? Can you really get a monthly cell phone plan for $2.50 a MONTH
in Sweden?
 Just a basic, bare bones plan around here is easily $40 monthly, with
no texts or data.
 Tell us more about Swedish cell phone systems and costs.
