That's very much a sign of something wrong.   Did they screw around with 
(i.e. remove) your clutch master cylinder?   Or did they change it?   

If the pedal is halfway to the floor already, that literally halves the 
amount of available clutch travel.   Normally it's a simple adjustment (adjust 
the pushrod under the dash, actually it's a real pain in the ass!).   But if 
they changed your master cylinder and didn't pay attention to pushrod 
length, that could be it too.   There were two different pushrod lengths (for 
cars with, and without the effort reduction kit), and installing a new one with 
the wrong pushrod length is just doom.

Actually, my technique (stolen blatently from Steve Wilkinson) is to not 
ever touch the pushrod at all when changing a master.   I remove the pushrod 
from the new master, then unbolt the old one, depress the pedal which slides 
the old master forward enough to enable you to remove the snap ring on the 
back side and remove the pushrod from it.   Then you install it on the new 
master and bolt it into the car.   That perfectly preserves your adjustment 
and you never find yourself upside down under the dash, fiddling with the 
pushrod...
