That is correct. If you don't care about appeance or possible damage to your wheel, the weights should be placed inboard or outboard depending on where they are needed.

If you want all the weights placed where they can't be seen (like me) you will probably sacrifice some balance quality.

Until recently, I was of the opinion the weights were properly placed in the 
enter of the rim.
But I just had a new set of tires balanced by a 5 star rated Tire Rack installer 
ere in Fresno.

He is using the newest Hunter machine, the Hunter GSP9700. It cost something 
ike $40K.
And I found weight mounted both on the inner and outer rim areas. The technician 
aid this is
eeded to not only reduce the up/down imbalance (static force) but also the 
eft/right wobble
mbalance (couple force).
