It's far from rocket science to fool around with the shims.  On the rack that is in my car, I've got a dead spot on-center.  I hoped that removing one shim would correct it, but it just caused the rack to bind up (and the dead spot remained) so I put it back.  I actually have two racks; the one in the car right now I pulled from a wrecked car.  The car looked great but it's possible the rack itself is slightly bent?  I intend to tear it apart this winter, and probably put the rack and pinion from my original rack into the new housing (which is in much better condition).
