This was taken from a post in the Camaro club I am a member of.  The post 
was made by a former inspector for the state, he worked at an inspection 
station in Riverside CA.
The question was regarding an early 2nd generation Camaro that was being 
brought in from out of state and what smog requirements are on the early 
cars.  Since our cars are of the same time frame I thought this might help.

"All cars since the mid 60's had smog control devices. And while were at it, 
the car is not actually exempt from smog requirements, it's exempt from 
biannual testing. You can still get a ticket for missing or modified 
components. The state would then send you to the referee who would pick the 
car apart and tag you for every last modification."
