The info on the specialty plates are scattered throughout the vehicle
code.  You have to spend some time crawling through it.  (This used to
be a big topic a few years ago as people were looking for a way around
the smog check laws.)

The verbiage on the CA DMV website appears to match the application
form:

 

(f) As used in this section, a vehicle is of historic interest if it is
collected, restored, maintained, and operated by a collector or hobbyist
principally for purposes of exhibition and historic vehicle club
activities.
