Here's an old post from Dave Bell about changing the speedometer reading/accuracy by 
adjusting the tension on the coil spring that the indicator needle is mounted to...

This sounds like the only way to dial-in your speedometer AND keep your odometer 
accurate (assuming it is now as Mike Drew has experienced).
