I set the radiator at an angle that would direct the air flow from the
sucker fans directly towards the hood vent. Like Thomas, most of the hot air
off the radiator is blowing out through those vents and over the hood of the
Pantera.
It is a far better process to vent that hot air out over the hood rather
than under the car where it heats up the cockpit and your feet... and
sitting in traffic that makes a significant difference in comfort! Looks
good, runs cool and keeps you cooler at the same time.
Forest Majors - Sometimes it is good to be cool.

I don't know if they work at speed, but when my monster fan runs, even
at whisper quiet speed, there is a considerable amount of hot air coming
through the vents.
