No, vent whistles extend the vent ports away from the centerline of the carb. This supposedly leaves the vent whistle opening in the air when fuel moves against the original vent opening thus preventing fuel exiting the vent tube. The whistles seal marginally against the carb body so some flow might still occur. The booster leakage is combatted in a similar fashion with jet extensions. This requires special floats that allow the jets to protrude beyond what is possible with normal floats. This might introduce primary port starvation problems under acceleration if fuel level is set low. There are no free rides... :-|
