Chuck,

  The ideal location on a Pantera would be at the front of the body extension right below the radiator. This is about where the 

"mini air dam" would be.  This is also the lowest part on the car and the most vulnerable to impact so material choice is  

important.  The simple answer is "You just have to create high pressure in front of the radiator and low pressure behind it".  Be aware of the openings in the bodywork that will increase/reduce pressure.  You have to balance material, size, location

with clearance, drag, esthetics.  It could be as complcated as you want to make it but a small flexible blade near the 

pinch weld would work well, be wide enough like Dick said without creating too much drag and be less prone to impact than one mounted further forward.  That's my story.
