Yes to all. Aircraft-grade drilled bolts are available and are usually gr-8 
which may be another advantage, and there are drill jigs available 
(Speedway Engineering is one place) to precisely drill your own bolts with a 
hand-held drill or a drill press. Or, if you are patient and have a large supply of 
1/16" dia drills (to fit 0.032"-dia stainless aircraft safety wire), you 
can drill any bolt yourself- hex-heads, allens and 12-points- without a jig. 
For racing, steering bolts, shock fasteners, brake and throttle parts and 
even the oil pan drain plug are routinely safety-wired. Once drilled, its 
simpler to use dedicated safety-wire pliers to twist the wire, too. Good luck- J
