It is still legal today, as long the car is not stolen or part of another crime.
There is no legal way to registrate the car without it's origin vin. Here in Germany, authoriziesed people can restamp a vin. This will be signed in the papers.

I doubt it has been legal in any Western country in the last 50 years to sell a car without a
serial number or VIN.
