My GUESS is the factory ran out of the three terminal controls and used a
control from the early cars.

My second GUESS is that the external part is a fixed temperature thermostat
to control the AC clutch. But, who knows?

BUT, the control SHOULD have a power input pin and temperature controlled
output pin. I would pull the Blue/Black wire off the control and connect the
White/Black wire. This should energize the compressor clutch if the the AC
Clutch relay is OK.

If your compressor clutch works in the above test, you could wire the car
like the early cars by using a splice to connect the Blue/Black and the
White/Black to the same terminal as Blue/Black is now connected. This will cycle the
condenser fan the same as the compressor clutch.

Here's how to make a splice:

Go to a Radio Shack-HomeDepot-OSH-any hardware store and get some stranded
hookup wire ...... 18 Ga will be fine. I always use Yellow for this sort of
fix ..... so it will stand out. Get some red colored male and female 0.250
insulated crimp on lugs. The Blue/Black wire which goes to your switch and the
White/Black which goes to the mystery part have female terminals. Into a
female terminal, strip and crimp two pieces of wire each about 4 inches long. On
the other end of each wire, strip and crimp on a male terminal. This will now
be a sort of "V" looking affair with a female terminal at the base of the
"V" and two male terminals at the branches of the "V." Plug the female terminal
into the male terminal on the switch and connect one male terminal to the
Blue/Black wire and the other male terminal to the White/Black wire. You are
now wired like an early car.

Or you could get a three terminal control from one of the vendors. The
aluminum tube terminates in a temperature sensing bulb inside the evaporator.
