You are so right.
 
The driver side inlet to the blower plenum is always drawing air  from inside 
the car.
 
The passenger side blower plenum inlet can  be controlled between inside air, 
outside air, or a mixture of  the two.
 
So with the center control lever in CAR, you will get 100%  recirculated 
inside air. With the lever in DEF you will be blowing  something like 50% outside 
air ...... probably somewhat  less.
