I believe you cracked the misprint code.
 
1.5 kpm = appr. 14.6 Nm = appr. 10.8 ft-lbs
 
1.7 kpm = appr. 16.6 Nm = appr. 12.2 ft-lbs
 
Also, the text says "torque of the tension bolts." The 10-12 ft-lbs  does 
seem more in keeping with the size of the cross bolts.
