What would the problem of patenting this be?

As far as I know any idea that is new and realizable is patentable.

You could most likely patent the idea of cam overlap and other similar 
but not obvious ideas, and there are likely a lot of ideas that has been 
patented but where the patent has expired, which is why you see the 
ideas in every engine in existence.

I don't think porting is patentable as it is just a dimensional issue.

The idea is interesting, although I'd like to see some numbers.
