5300 rpm is about all you would get out of a stock 302 even when new.   That 
was the supposed rev limit on the stock Mangusta, for example.   The problem 
was in the valvetrain--the springs were weak and the valves would float.   

When Claude Dubois was Europe's chief De Tomaso distributor, before he'd sell 
Mangustas to customers he would pull the heads and convert them, installing 
heavy-duty springs and new valves (he jokes that the stock 302 valves are made 
of chocolate--they melt and fall apart when they get hot!)

If you are talking about a late 60's era 302, that's likely your problem.   
If you are talking about a 5.0 Mustang motor, all the above doesn't apply....
