In rare instances,   yes, this is true, but ONLY if it was during an illegal 
street racing event.   I was down in LA months ago and saw a high-profile news 
story on the local news.   The cops went after a bunch of young ricer racers, 
snatched their cars and crushed them immediately, without any sort of due 
process.
