I think I will get a refund because I provided evidence to paypal in a detailed USPS tracking report that listed the address and weight.  Other than to Whittier, the address was totally different, and the tool set was probably more like 20 pounds, not the 3 ounces in the detailed report.  I don't know if that information is available from UPS or FEDEX, but it was from the USPS.  It was clear that the tracking number was not for the tool set.

I don't know how the tracking number was entered but ebay needs to get smarter.

Don't give up!  I had scams too and always got paid by eBay.  Resubmit your claim with the documentation and explanation to eBay.

I got a scammed on a laptop. $2,000.  eBay paid.  I sold a Taylor guitar ($2,500) and someone stole it off a UPS truck. I got paid
and the buyer got their money back. So, keep trying with eBay. 

Also, ALWAYS ALWAYS look at a sellers information. If they have sold nothing and have "0" feedback. It’s a SCAM.

Never found a way to report this to ebay, but called paypal and was emailed a link to upload the detailed tracking info. I have no idea how a fraudulent seller found an UPSP tracking number to a delivery to Whittier, maybe they mailed something just to set the tracking number, or? I'll never trust ebay again.
