Possibly made for hiding wiring harness or A/C hose routing?

Dear Larry,

            Ah, I forgot to specify that the extra holes are on the top of the engine bay frame rails, which seems like it would aid water entry and not drainage.   In the rear fender frame rails, the holes are oriented horizontally such that water spray from the tire could gain entry to the frame rail interior.
